Stop Throwing Away Divisions: The Complete Hearts of Iron IV Doctrine Breakdown

The guide that turns your template "pawns" into an army that chews through fronts

Tested for dozens of hours so you don't step on the same rakes. No filler — just mechanics, numbers, and proven combos.

What Are Doctrines

Doctrines are a specialization system for your army, air force, and navy. They don't replace equipment or infantry—they multiply their effectiveness. The same division with a researched doctrine fights 2–3 times better than without it. Trying to overwhelm with numbers without doctrines is a guaranteed loss in manpower and equipment.

Why can't you just build more tanks? A tank without a doctrine is a slow box with a gun; with a doctrine, it's a breakthrough that slices the front into pockets. The difference in speed, organization, and breakthrough reaches 40–60%.

Frequently Asked Questions

Yes, but changing your main doctrine resets ALL sub-doctrines and ALL mastery. Changing a sub-doctrine only resets mastery in that branch. Choose once and for all.

No. Doctrines are chosen based on a country's criteria: lots of infantry → one set, lots of tanks → another. Most nations fit standard patterns, so the sets repeat.

No. The winner is the one who built their division templates right, set up their economy, and gained a tactical edge. Doctrines improve that, but don't replace the fundamentals.

No. You also get them from focuses, political decisions, research, and design companies. Doctrines are the most important source, but not the only one.

First, assess the key conditions: how big is your industry, how much manpower do you have, how long is the front, and how stable is your supply. The answers will tell you which combat style fits best.

  • All-rounder for minors: you're playing a small nation with limited industry—you can't produce a ton of expensive gear (tanks, planes). You need infantry and artillery that can both push and hold.
  • Total defense: you're clearly weaker, the enemy is drowning you in numbers, and your job is to hold at all costs, buy time, and grind them down. Priority is max defense, entrenchment bonuses, and minimal supply penalties.
  • Maximum speed: you've got a strong industry, plenty of resources, and can field high-quality tank and motorized divisions. The goal is lightning breakthroughs, encirclements, and smashing the enemy before they can deploy.
  • No-supply warfare: the front is huge, infrastructure is trashed, ports are far away, and supply is constantly at zero. You're fighting where starvation and attrition are the real enemy. It's all about unit survivability without supplies and the ability to grind forward slowly without sudden dashes.

How the System Works

Every branch (army, air force, navy) has a doctrine tree, accessed through the Officer Corps menu (Shift + E). Interface guide →.

Main Doctrine

Applies to the entire branch, gives base buffs, and determines which buffs unlock as you level sub-doctrines. Switching it resets all sub-doctrines.

Sub-doctrines (4 total)

There are 12 sub-doctrines — 4 per branch. In each category (Infantry, Armor, Operations, etc.), you pick one. Swapping resets its mastery.

Mastery Steps

5 steps per sub-doctrine. Unlocked with Mastery Points, which you earn through combat, training, and other methods.

Grinding Without Farming Is a Waste

Mastery Points Mastery

Mastery Points are the fuel for leveling sub-doctrines. You earn them when your units fight or train. Each sub-doctrine levels independently. Training earns points 10% slower.

Point Banking: Hidden Mechanic

If you haven't picked a sub-doctrine that could currently earn mastery, then 25% of all points go into a "bank" (max 200). The remaining 75% are simply lost.

Exception: nations with early wars (Spain, China). You physically can't unlock 2 sub-doctrines before the shooting starts.

Don't fight without unlocked sub-doctrines! If you start a war without picking at least 1–2 sub-doctrines (Infantry + Operations), you lose 75% of potential mastery points. That's a colossal waste of a resource you can't get anywhere else.

All Ways to Earn Points

  • Active Combat — the fastest method. Every division on the front contributes. More divisions in battle = faster leveling. 100% speed. How to farm experience from volunteers and the Spanish Civil War →
  • Military Attachés — send one to a country at war and get 10% of the mastery points their units earn. 10% of the host.
  • Training Troops — divisions in training generate mastery points, but with a 90% penalty. 10% speed.
  • Theater Commanders — units under a theater commander contribute +1% of their earnings per skill point (Attack + Defense) of that commander. 1% × skill.

What to Spend Your First 100 XP On

Always on a doctrine or sub-doctrine. Templates can wait. Exception: if you absolutely must add a battalion right now. In 95% of cases, doctrine comes first.

Secrets They Don't Tell You

Pre-War Point Banking

If you haven't picked a sub-doctrine, 25% of points go into a bank (max 200). You can save them up before the war through training, then instantly unlock several steps in the early days of combat. Especially useful for late-war entrants (USA, USSR).

Attaché to Spain, China, or Japan – Free Farm

The Spanish Civil War (1936–1939) is a goldmine of mastery points. Send an attaché and get 10% of all points earned by the fighting divisions. Over 2–3 years, it adds up nicely.

Train One Division for the Armor Track

Multiplier 4.0×. If you're short on tanks, put one tank division on permanent training. It'll drip points into the bank even when you're at peace. By 1939 you'll have a decent stash.

Never Change Your Main Doctrine

Switching it resets all sub-doctrines and mastery, costing you points and time. Once you pick it, stick with it.

The Artillery Track Levels Itself

Multiplier 10.0×. It basically maxes out instantly in any battle. Don't prioritize it — it will catch up on its own.

Farming via Faction Allies

Doctrine exchanges give +10 base points per month + 2 per theater commander. That's a passive income of 16–20 points a month.

Tactics – Set and Forget

The tactic you use only gives a +25% chance to roll. Don't build your strategy around tactics. Pick the best one and forget it.

Infantry + Operations – Always First

Priority: Infantry → Operations → Artillery → Armor. Everyone has infantry, and Operations boosts all units. Unlock them first so you don't waste points.

Doctrine Over Templates

Your first 100 XP goes into a doctrine or sub-doctrine. Templates can wait.

Arrow Animation – Farm Indicator

In the doctrine window, the arrow shows how fast you're earning points: stationary – nothing, slowly crawling – training/attaché, zooming – active combat.
